Resumen
Este trabajo hace una revisión del comportamiento de la Cámara de Diputados durante la XXVII Legislatura (la segunda de la posrevolución) y de sus relaciones con el entonces jefe del ejecutivo, Venustiano Carranza. Tomando distancia de la historiografía tradicional del período correspondiente, Ignacio Marván concluye que la dinámica de dichas relaciones y las confrontaciones entre Carranza y los diputados no dependieron tanto del caudillismo de los líderes políticos o de la inexistencia de “partidos políticos modernos”, sino más bien de otras cuestiones institucionales tales como el nuevo marco constitucional, la ley y el colegio electorales, la no reelección del ejecutivo y el momento del ciclo político presidencial.
Abstract
This paper reviews the behavior of the Chamber of Deputies during the XXVII Legislature (the second one of the postrevolutionary period) and its relations with Venustiano Carranza, at that time head of the executive branch. Against the traditional historiography of the period, Ignacio Marván concludes that the dynamics of the above mentioned relations and the confrontations between Carranza and the deputees depended less on the political leaders’ caudillismo or the inexistance of modern political parties than on institutional factors such as the new constitutional framework, the electoral law and college, executive non-reelection, and the time of the presidential political cycle.
