Resumen
La reforma política en México permite crear nuevas condiciones para una gobernanza democrática y eficiente. Ésta requiere, en primer lugar, reforzar la representación proporcional en la Cámara de Diputados y reservar a la Cámara de Senadores la representación territorial, como corresponde a un régimen federal, así como que el Presidente sea elegido mediante una regla inclusiva que le garantice un amplio apoyo político y social. En segundo lugar, para que la toma de decisiones en las instituciones sea efectiva y ampliamente satisfactoria deben existir mecanismos que eviten y resuelvan los conflictos, así como poderes compartidos que favorezcan y promuevan la cooperación entre el Presidente y el Congreso, es decir, entre los diversos partidos que tienen posiciones de poder en estas instituciones.
Abstrac
Political reform in Mexico can create new conditions for a democratic and efficient governance. This requires, first, more proportional representation in the Chamber of Deputies and reserved territorial representation for the Chamber of Senators, in correspondence to the federal structure of the state, as well as electing the President by an inclusive rule able to guarantee the winner large political and social support. Second, in order to promote effective and satisfactory institutional decision-making, there should be mechanisms to prevent and solve conflicts, as well as shared powers favoring and fostering cooperation between the President and the Congress, that is, among the diverse political parties with powerful institutional positions.
